IDD Housing Access Pilot Program (IHAPP)

Thank you for being part of Walton Oaks and Auburn Oaks. We’re excited to be building something truly meaningful together.


Three Oaks Communities (TOC) has applied for and received two $500,000 grants that will help pay for the construction of your new IDD homes at Walton Oaks and Auburn Oaks.  The grants were provided by the Michigan State Housing Development Authority's (MSHDA) new IHAPP program and are therefore subject to state and federal compliance requirements.


To ensure compliance with the requirements of this grant, we’re asking all prospective buyers of an IDD Unit at Walton Oaks and Auburn Oaks to complete this form.

Preliminary Income Estimates


Please provide a good faith estimate of total annual income for 2026 (“Projected Income”) based on the guidelines below. This is a forward-looking estimate of expected income during 2026 — not actual income received in prior years or reported on past tax returns.


Please complete a separate form for each individual who is expected to reside in your IDD Unit, including:


  • The primary resident of your IDD Unit


  • Any confirmed individuals you expect to rent bedrooms to as the owner/landlord of your Unit


  • Your loved one, if you are purchasing the Unit in partnership with one or more other families

    • In this case, each partner family should complete their own form separately


If you have not yet identified all future roommates, please indicate that on the form so we can account for anticipated occupancy. You do not need to provide a Projected Income estimate for unconfirmed roommates.


Please note that you will be asked to update and certify Projected Income again at the time of closing. Providing a reasonable estimate now will help reduce the potential for issues later in the process.


Income That Counts

Please include expected annual income from sources such as:

  • Social Security benefits (SSDI or SSI)

  • Wages, salary, or self-employment earnings

  • Regular payments or distributions from a Special Needs Trust (SNT)

  • Regular financial contributions from family members or others

  • Other ongoing or predictable financial support

  • Income generated from assets, such as interest or dividends paid directly to the person


What Does Not Count as Income

Please do not include:

  • One-time gifts or occasional financial help

  • Money deposited into an ABLE account

    • (unless the deposit represents recurring income that otherwise counts as income, such as wages or SSI/SSDI benefits)

  • Money held in savings accounts, trusts, or ABLE accounts

  • ABLE account withdrawals used to pay qualified expenses, if not distributed regularly as cash income

  • One-time or irregular payments made directly on the person’s behalf

Deed Restriction


The IHAPP grant requires that a 10-year deed restriction be recorded for all IDD Unit(s) at Walton Oaks and Auburn Oaks based on:


1) The Projected Income you report above for the occupant(s) of your IDD Unit(s) (the AMI Designation), and


2) The requirement that for both neighborhoods in aggregate:


  • 75% of occupants of IDD Units have Projected Income less than or equal to 30% of Area Median Income (AMI), currently $21,250 in Oakland County for individual households;

  • And, all occupants of IDD Units have Projected Income less than or equal to 60% of AMI.


This deed restriction will expire after 10 years from the date each IDD Unit was initially sold to a qualifying IDD buyer.


Upon resale or lease of your IDD Unit, subject to the HOA bylaws, the new occupant must also meet the AMI Designation for your IDD Unit during the 10-year deed restriction period.


Three Oaks Communities will confirm the AMI Designation for your IDD Unit after receiving this form from all current reservation holders of IDD Units at Walton Oaks and Auburn Oaks and confirming compliance with the aggregate income requirements above.
